Exhibit C <br />1 <br />Plan for the University of Northwestern- St. Paul Parking and Shuttle Service for the North <br />Campus at 1265 Grey Fox Road in Arden Hills <br /> <br />Parking: <br /> Parking Permits – The University of Northwestern-St. Paul plans to require that all <br />faculty, staff, and student vehicles have a properly registered vehicle with the University, <br />just as is the case on the main campus. Any daily visitors to the facility will either park in <br />designate visitor parking spaces or be issued a Visitor parking permit to park elsewhere <br />within the lot. <br /> Faculty/Staff Parking areas VS. Student Parking areas – It is anticipated that creating <br />designated faculty and staff only parking areas and other Student only parking areas <br />around/within the facility be created. <br /> Keep campus residents from driving to North Campus - During the day (7:30 am to 3:00 <br />pm) student vehicles with “residential” parking permit will generally not be allowed to <br />travel to the north campus unless they have subsequent off-campus commitments such as <br />work, internships, etc. <br /> Arrival/Departure Times from the facility – The STEM Development will be open from <br />approximately 7am to 10pm every day and so faculty, staff and students will be arriving <br />and departing at various times throughout the day based on their class schedule and when <br />they need to travel to and from the main campus. Arrival times might be more predictable <br />based on the class times but departure times will vary throughout that day as students <br />may have offsite practicums that they will need to go to as well. <br /> Peak Travel Times - The heaviest loads of travel will generally be consistent with the <br />peaks of the daily class schedule. Class schedules are adjusted annually and from <br />semester-to-semester based on student enrollment levels and program and curriculum <br />requirements. Mid-morning to mid-afternoon classes are the preferred times for both <br />students and faculty. The peak times for later in the day, are harder to predict as students <br />and faculty and staff will be departing at different times and for different reasons. Some <br />classes end early and departures for the day may be as soon as 1pm and for others, they <br />might be at the facility after the dinner hour in the evening.
