City of Arden Hills – 2030 Comprehensive Plan <br /> <br /> <br />Approved: September 28, 2009 <br />5-5 <br />Portions of the TCAAP property were subject to environmental contamination <br />during its four decades as a munitions manufacturing plant and testing area. The <br />United States Army initiated environmental cleanup in the 1980s and cleanup of <br />the groundwater is likely to continue for the next 40 years. <br /> <br />In 2013, Ramsey County entered into a contract with Carl Bolander & Sons Co. <br />for hazardous material abatement, demolition, and site remediation services for <br />the TCAAP property. The remediation project is expected to be completed in the <br />fall of was completed in November 2015. Remediation will complyhas complied <br />with the Minnesota Pollution Control Agency’s residential standard and the <br />Agency issued a certificate of completion in August 2016. <br /> <br /> <br /> <br />5.2.2 REDEVELOPMENT TIMELINE <br /> <br />Demolition and remediation of the site is scheduled to be completed by the fall <br />ofwas completed in November 2015. After the demolition and remediation is <br />concluded grading of the site will begin for the construction of the Spine Road <br />and trunk utilities in 20176. At this time, it is expected that private development <br />will begin in 2017. The project is anticipated to be completed in phases over the <br />next 10 to 20 years; however, the development timeline will depend on a number <br />of conditions, including the market, transportation improvements, and other <br />related factors. <br />
