City of Arden Hills – 2030 Comprehensive Plan <br /> <br /> <br />Approved: September 28, 2009 <br />6-10 <br />manufacturing, warehousing, and business uses. As redevelopment pressure <br />increases, a more detailed guiding plan is required to comprehensively address <br />the overall redevelopment needs in this area of the City. <br /> <br />6.4.5 Neighborhood Business <br /> <br />The neighborhood business land use concept was developed in the 1998 <br />Comprehensive Plan (Figure 6.1). The purpose of the concept was to promote <br />the development of commercial nodes that were compatible with the surrounding <br />residential uses and provided services to residential areas. Commercial uses <br />that would generate high traffic, noise, or other negative impacts were <br />considered undesirable. Neighborhood business areas were located at <br />intersections or nodes at the edge of residential areas, on properties not <br />considered desirable for housing, or properties that have traditionally been <br />occupied with neighborhood services. Housing could be a component of the <br />development but would not necessarily be the focal point. <br /> <br />To date, the success of the neighborhood business district has been mixed. Two <br />projects have been developed under this zoning designation, and both resulted in <br />the construction of small office buildings with a variety of services. However, <br />neither of the projects focused on providing neighborhood level services. <br />Nevertheless, the City seeks to maintain the neighborhood business areas and <br />the long-term goal of creating small commercial areas that enhance the <br />residential neighborhoods. <br /> <br />6.4.6 Manufactured Home Community <br /> <br />The Arden Manor neighborhood has been identified as an important community <br />and the primary supply of affordable housing options in the City. Bounded by <br />Interstate 35W, Highway 96, and Highway 10, the neighborhood is facing <br />pressure from adjacent highways and land uses. Although the 1998 <br />Comprehensive Plan identified this area for potential redevelopment into non- <br />residential uses, the City anticipates this property will remain as a medium <br />density residential use for the foreseeable future. <br /> <br />Although complete impacts are not yet known, potential changes to Highways 10 <br />and 96 may impact the manufactured home community. The City is currently in <br />the process of reviewing road design proposals for this area. <br /> <br /> <br /> <br />
