The Master
Plan suggested this library become a 6,600 SF gateway library
developed as a sustainable, multi-use facility.
HGA collaborated with Ramsey County Library to create a new
library within the New Brighton Family Service Center. The
library, which opened in 2011, included renovation and addition
to the existing service center building. The team developed
creative ways to integrate the new library into the existing
building while keeping budget, schedule and disruption to the
existing facility to a minimum.
The feasibility study evaluated the existing building systems
of the New Brighton Family Service Center, developed layout
options for the site and library space and provided Ramsey
County Library with a construction estimate and operational
cost analysis for the proposed location in New Brighton.
The final design built on the programmatic and operational
efficiencies realized by co-locating a gateway library with a
community center. These partnerships reinforce the library as a
community destination. HGA successfully delivered this project
on schedule and within Ramsey County Library’s budget.
RAMSEY COUNTY LIBRARY | SHOREVIEW LIBRARY
AND FEASIBILITY STUDY | Shoreview, Minnesota
RAMSEY COUNTY LIBRARY | MASTER PLAN
Ramsey County, Minnesota
In 2008, HGA worked with representatives of the Ramsey County Library
System staff, Library Board and community to collaborate on developing a
Library Facilities Master Plan for the next ten years.
Ramsey County Library system has a rich history of delivering library services
to their communities. Together with Ramsey County, HGA assessed current
library services and all 7 library facilities - utilizing a report card format to
“grade” each building. Knowledge of industry trends and best practices were
applied, demographic and environmental data was incorporated and a set of
recommendations to create a framework for the next generation of library
services was presented.
Since 2008, Ramsey County Libraries has been successfully implementing
and building upon these recommendations.
C
A The new entry welcomes Library and Service Center patrons from both Arden Hills and New Brighton B A floor plan for the New Brighton
Library was created after the building feasibility and existing systems study was completed C An inviting reading area in the library addition
The 2014 update to the Shoreview Library Feasibility Study
developed concepts for a 38,000 SF one-story library located at
the corner of Highway 96 and Victoria Street North. Two existing
houses along Highway 96 became available for purchase which
allowed for new construction on the site of the existing Shoreview
Library. Construction is in process and due to open in January
2017.
The building is oriented towards the Shoreview Community Center
and helps complete the civic campus. Placing the library on the
high portion of the site allows for greater visibility at this major
intersection. Windows along the street façade will reveal the activity
inside the building. A drive-up book drop is provided on the north
side of the building along with a loading dock for Ramsey County
Library’s system-wide Technical Services Center.
The resulting library will allow expanded services to the public,
more efficient spaces for staff and a new identity for Ramsey
County Library Administrative offices. These functions will be
wrapped in a visionary form and is intended to reflect the forward-
thinking views of how Ramsey County will delivery Library services
in the future.
E
D
D The new Shoreview Library completed construction in January of 2017 and is a result of a feasibility study completed for the library in 2014
E The Shoreview Library Feasibility Study was a comprehensive book presented to the county. The report evaluated building systems and
structure, potential sites and design concepts for a new Shoreview Library F A system map of Ramsey County’s Libraries was created in the
master plan study to evaluate usage and reach of each library
