ARDEN HILLS CITY COUNCIL – MAY 22, 2017 10

8. The applicant shall verify the location of the underground gas line from the northwest
corner of the 4255 Lexington Avenue building, running underground to the garage/storage
building located at 4293 Lexington Avenue.
9. The applicant shall conform to all other City regulations.

Councilmember Holmes expressed concern with the number of trees that would be lost. She
understood that a nice mix of trees would be replanted; however these would be quite small when
compared to the trees that would be lost. She asked if this property had a need for more parking.

Senior Planner Bachler understood there was a need from the tenants for more parking.

Councilmember Holmes questioned if Boston Scientific could be approached to provide shared
parking in order to assist in saving more mature trees.

Senior Planner Bachler stated a shared parking agreement would have to be worked out between
the two private parties.

Mayor Grant indicated the additional parking stalls were required because of the creation of
additional jobs.

Senior Planner Bachler explained CSM has tenants at this corporate center that have requested
more parking than the site currently has.

Councilmember Holden agreed it was horrible to see mature oak trees taken down; however,
there were not a lot of options available for this property. She noted the site would have a large
number of replacement trees and in time the site would have more caliper inches than it currently
has. She suggested more red oak trees be replanted on the site.

Mayor Grant also did not like losing mature oak trees but he agreed the site was planned in the
best possible manner to meet the needs of the tenants. He understood oak trees grew slowly. He
believed the site would have a short-term loss, but would have a long-term gain. He asked the
applicant to come forward at this time to further discuss tree planting options.

Mark Kronbeck, Alliant Engineering, discussed the tree plan with the Council. He described the
location of a power line on the property noting smaller trees would have to be selected for this
area. He reported seven red oak trees would be replanted.

Councilmember Holmes asked if the applicant had spoken with Boston Scientific about shared
parking.

Mr. Kronbeck was not aware of any type of agreement between these two parties.

Councilmember Scott stated he also liked trees but felt it was more important to attract and
retain businesses. He anticipated that surface parking would have to be relied upon given the lack
of public transportation for this area. He questioned if the trees being taken down would be
repurposed.
