DATE: June 12, 2017

TO: Honorable Mayor and City Councilmembers
William S. Joynes, Sr., City Administrator

FROM: Sue Polka, Public Works Director/City Engineer

SUBJECT: School Zone Signs

Requested Action

Authorize the purchase and installation of two speed display signs for the CR E2 school zone
from in the amount of $18,250.00.

Discussion

At the January City Council work session, staff presented a school zone sign option (Attachment
A) for the school zone adjacent to Valentine Hills Elementary School (Attachment B). This sign
states that the lower speed limit is in effect when the sign is flashing and registers the speeds of
the cars only during that specific school zone time. If a car is going over the speed limit the
actual speed limit flashes as well to alert the driver of a violation. During non-school zone times,
the lights do not flash and the speed does not display. This sign is more effective in that it is
only operating during school times and catches the driver’s attention for that specific reason.

Staff has received quotes for purchase and installation of the signs. WSB provided a quote in the
amount of $10,500.00 for the signs (Attachment C). This amount includes the display, solar kit,
and operational training for staff. Staff is recommending approval of Safety Signs to complete
the installation, which includes pedestal pole and base, pole foundations, speed zone signage,
and labor in the amount of $7,500.00 (Attachment D). A second quote for the installation was
received in the amount of $8,625.00. The total amount for the recommended school zone
installation is $18,250. Funding is available in the Streets Operating Budget.

Attachment A: School Zone Sign
Attachment B: Sign Location
Attachment C: WSB Quote for Display
Attachment D: Safety Signs Quote for Installation
CONSENT ITEM – 5F

MEMORANDUM
