DATE: June 12, 2017 <br /> <br />TO: Honorable Mayor and City Councilmembers <br /> <br />FROM: William S. Joynes, Sr., City Administrator <br /> <br />SUBJECT: Civic Site Proposal for Professional Services <br /> <br /> <br />Background <br /> <br />The City has the opportunity to develop a 1.6-acre site within the proposed Rice Creek <br />Commons development. The site offers an opportunity for major civic presence for the City. <br />Possible programming may include a City Hall, community center, or similar public facility. <br />The City has 2 years from the approval of the Master Development Agreement to complete a <br />shovel-ready plan for the proposed civic site. <br /> <br />Discussion <br /> <br />Staff prepared a Request for Proposals (RFP) to solicit an architectural firm to 1) conduct a <br />lifecycle and maintenance assessment of the existing City Hall; 2) prepare a conceptual design, <br />cost estimate and facilitate community engagement for the civic site; and 3) as an alternate, <br />assessment of space needs of the Public Works facility. <br /> <br />Six architectural firms submitted proposals with fees ranging from $21,800 to $209,720. After <br />review of the proposals, staff conducted four interviews and is proposing that the Council <br />approve the firm of Hamel, Green and Abrahamson, Inc. (HGA) to complete the work. HGA has <br />extensive experience with similar projects. <br /> <br />Recommended Action <br /> <br />Staff would recommend Council authorize the City Administrator to enter into a professional <br />services agreement with HGA in the amount of $21,800 for City Hall assessment, Civic Site <br />conceptual design and community engagement, and Public Works facility assessment. <br /> <br />ATTACHMENT A – HGA Proposal <br />ATTACHMENT B – HGA Letter Agreement <br /> <br />NEW BUSINESS – 8B <br /> <br /> MEMORANDUM <br />
