Joint Development Authority <br />Monday, November 2, 2015 <br />Arden Hills City Council Chambers <br />Minutes <br />5:30 pm <br /> <br />Present: <br />Joint Development Authority: Chair David Sand, Commissioner Blake Huffman, <br />Commissioner Brenda Holden, Commissioner David Grant, Commissioner Rafael Ortega <br /> <br />Also present: Jill Hutmacher, (Arden Hills); Heather Worthington, (Ramsey County) <br /> <br />Chair Sand called the meeting to order and roll call was taken at 5:31 pm. <br /> <br />Approval of agenda. <br /> <br />Motion by Commissioner Holden seconded by Commissioner Huffman to approve the agenda <br />as presented. Motion carried. <br /> <br />Approval of October 5, 2015 minutes. <br /> <br />Motion by Commissioner Holden seconded by Commissioner Grant to approve the minutes as <br />presented. Motion carried. <br /> <br />Public Inquiries/Informational <br />None <br /> <br />Consent Agenda <br />None <br /> <br />Old Business <br />None <br /> <br />Public Hearing <br />None <br /> <br />Workshop Discussion: City and County Redevelopment Goals <br /> <br />Commissioner Grant reported that the Met Council had approved the City’s Comprehensive <br />Plan for TCAAP on October 28, 2015. He then questioned the scope of the JDA and if they had <br />the authority to set goals and objectives for TCAAP. <br /> <br />Michael Norton, JDA Attorney, explained the JDA did not have the authority to set goals. <br />
