kimley-horn.com 2550 University Avenue West, Suite 238N, St. Paul, MN 55114 651 645 4197 <br />Memorandum <br />Date:December 18, 2015 <br />To:Beth Engum, P.E. / Ramsey County Public Works <br />John Anderson, P.E. / City of Arden Hills <br />From:Jon Horn, P.E. <br />Subject: Rice Creek Commons Site Redevelopment Infrastructure <br />Implementation Schedule <br />This memo summarizes the proposed schedule for the design and construction of the public <br />infrastructure needed to support the redevelopment of the Rice Creek Commons site. <br />Recognizing the effort and coordination that will be required to make this all a reality, I <br />thought that this information might be helpful as we plan for 2016. The public infrastructure <br />is proposed to be implemented in three separate construction bid packages as follows: <br />Bid Package #1 – Rice Creek Remeander <br />This bid package includes the remeander of Rice Creek and box culvert improvements to <br />prepare for the reconstruction of the County Road H and I-35W interchange. The <br />construction contract for this bid package has been awarded to Bolander Construction. <br />Construction is currently underway with a scheduled completion date of July 2016. <br />Bid Package #2 – County Road H and I-35W Interchange <br />Final design plans have been completed for this bid package and they are currently <br />undergoing agency reviews. A bid opening is currently planned for February 2016. <br />Construction is proposed to begin in late spring 2016 with a scheduled completion date in <br />mid-summer 2017. <br />Bid Package #3 – Spine Road, Thumb Road/County Road I, Site Grading, Storm <br />Drainage and Utilities <br />This bid package includes the following improvements: <br />· Construction of the Spine Road between Highway 96 and County Road H <br />· Construction of the Thumb Road from the northern boundary of the TCAAP property to <br />County Road I, including a new roundabout at the County Road I intersection <br />· Site grading, storm drainage, sanitary sewer, and water main improvements to prepare <br />the site for redevelopment <br />Final plans are proposed to be completed for a bid opening in late 2016. Construction <br />would begin in early 2017 with a majority of the work completed by the end of 2017.
