Next Steps <br />To achieve the TCAAP energy vision and achieve sustainable benefits for the City and the surrounding <br />community, the JDA will need to begin implementation on each of the individual opportunities <br />presented in this Framework. The Project Team recommends the following immediate actions related <br />to each opportunity. <br />6.1.1. Partnerships <br />Continue partnership discussions with the MNARNG, Xcel Energy, the University of Minnesota Center <br />for Sustainable Building Research, and other stakeholders as development of the site and the various <br />energy opportunities progress. <br />6.1.2. Solar PV <br />Develop an RFP for the development of a solar array on the Primer Tracer site. The RFPs could be sent <br />to Xcel Energy and local community solar developers. In parallel to the site development RFP process, <br />the County and the MNARNG should begin the process needed to secure the Primer Tracer land for a <br />solar development. <br />6.1.3. Combined Heat and Power <br />As part of the developer selection process, the JDA should work with prospective developers to identify <br />opportunities for serving those buildings’ electric and thermal energy needs with a CHP facility. The <br />JDA and County should also coordinate with the MNARNG and Xcel Energy to define an initial CHP <br />facility that can serve the current loads in the area, align with the energy goals of the MNARNG, and be <br />expanded in the future to meet the emerging TCAAP energy loads as they occur. <br />6.1.4. Low-Temperature District Energy System <br />The JDA should develop the business plan for the proposed low-temperature district energy system <br />and form the operational organization in preparation for the site development request for proposals. <br />In addition, the County should work with the Army and the appropriate regulatory authorities to obtain <br />approval to extract energy from the treated ground water, and utilize the existing pump house for the <br />low-temperature district energy distribution loop. Lastly, the JDA should continue collaboration with <br />Xcel Energy to explore a neighborhood that is independent of the natural gas system, through district <br />energy and electric grid services.
