Norton <br />Legal Counsel <br /> <br />SUBJECT: Draft JDA Development Review Process <br /> <br />Budgeted Amount: Actual Amount: Funding Source: <br />n/a n/a n/a <br /> <br />Requested Action: JDA Board review and discussion. <br /> <br /> <br />Discussion <br /> <br />The following lists the suggested steps in the JDA development process which attempts to flesh out <br />the earlier chart provided in Chapter 3 of the TRC: <br /> <br />Staff: prepares JDA forms ‘library’ for staff and JDA processes including: RFP process, RFP document <br />forms, staff forms (acknowledgment of document received, 60 day process etc.) for JDA consideration <br /> <br />JDA approves/adopts RFP process and related documents/forms <br /> <br />RC: develops purchase agreement form (PA) (PA contains references to TRC compliance, design <br />guidelines among other elements) <br /> <br />JDA: issues RFP <br /> <br />Staff: reviews responses to RFP based on agreed-to criteria from JDA; <br /> recommends preferred developer to JDA <br /> <br />JDA: considers staff recommendation; <br /> recommends RC enter into PA with preferred developer <br /> <br />RC: enters into PA with preferred developer <br /> <br /> <br /> <br /> <br />AGENDA ITEM <br /> <br /> <br />MEMORANDUM <br />
