TCAAP Energy Integration Resiliency Framework <br />Brief <br /> <br /> <br /> 14 <br />The first steps toward achieving the energy vision include implementing energy supply options that <br />focus on efficiency, reliability, scalability, and sustainability, such as the low-temperature district <br />energy system in the residential neighborhoods and the community <br />solar garden at the Primer Tracer site. These specific opportunities <br />have been shown to be financially beneficial and financeable. <br />Developing a CHP that meets the needs of current buildings in the <br />area and is expandable in the future provides a platform for <br />establishing a resilient TCAAP microgrid as TCAAP development <br />progresses. <br />Implementing a demand-side management strategy that focuses on <br />building performance through the development RFP process will <br />build a resilient community for energy use. Focusing on improving <br />performance in the buildings to reduce the energy needs of the <br />buildings will provide an economically attractive environment as building owners are able to take <br />advantage of the financial savings realized by the increased efficiency, compared to traditional energy <br />expenditures. <br />Schedule and Next Steps (Outlined in Section 6) <br />The development schedule that is currently proposed is scheduled <br />to begin in 2016 with the construction of the interchanges of <br />County Hwy 96 and County Road H with the Spine Road. The Spine <br />Road construction is also expected to begin in 2016. Currently, site <br />development is projected to begin with the residential and retail <br />areas in the northern region of TCAAP in late 2016 or early 2017. <br />Development is expected to progress southward from the Town <br />and Creek neighborhoods as the market allows. The Thumb area is <br />being actively marketed by the JDA at this time, and could be <br />developed as soon as the right proposal is received from the <br />development community. The current development plan is <br />included in the appendix as Exhibit III. <br />Given this development timeline, the JDA will need to begin implementation on each of the individual <br />opportunities presented in this Framework, including immediate focus on the following: <br /> partnerships <br /> solar PV <br /> combined heat and power <br />Initial focus should be on <br />energy efficient designs, <br />the low-temperature <br />district energy system in <br />the residential <br />neighborhoods, and the <br />community solar garden <br />at the Primer Tracer site. <br />Development at TCAAP <br />will begin in 2016, <br />therefore development <br />and implementation of <br />these recommended <br />energy strategies will <br />need to begin <br />immediately.
