<br /> <br /> <br />Joint Development Authority <br /> TCAAP Redevelopment Project <br /> <br /> <br /> <br />and Excel were invited to be ex officio ERAB members because it became clear that they have special information <br />related to the analysis and have related interests. <br /> <br />The Framework includes the findings from the analyses and next steps to pursue the recommendations and partnerships <br />that will be important to TCAAP’s energy future. The Framework has been prepared in three formats: a 2-page <br />summary (attached), the full Energy Integration and Resiliency Framework (attached) and a Brief which is a more <br />detailed 15 page summary. <br /> <br />On March 11, 2015, the ERAB reviewed the draft EIRF and recommended that the JDA approve the EIRF; recommend <br />that the JDA sponsor a community outreach program with partnering organizations to share the critical elements of the <br />EIRF; and, ERAB members expressed their willingness as individual community members to assist the JDA with <br />implementation of the EIRF. <br /> <br />There will be comments by Project Manager Greg Mack and Energy Resiliency Advisory Board Chair Lyle Salmela, <br />followed by a presentation by Ever-Green Energy. <br /> <br />Action Requested: <br />• Discussion <br />• Adoption of the EIRF <br />• Direct staff to move forward with the implementation steps outlined in the EIRF in conjunction with the TCAAP <br />Redevelopment Code and Master Plan, including negotiations with the General Services Administration for <br />conveyance of the excess portion of the former Primer Tracer Area (PTA) for use as a Solar PV site; secure a <br />demolition/remediation contract to prepare the PTA for Solar PV installation; prepare a RFP and solicit proposals <br />for construction and operation of Solar PV; and, continue to work with the Army to secure long term rights to <br />utilize heat from the ground water treatment system and install a heat exchanger/pumping station within the <br />ground water filtration building for operation of a low-temperature district energy system.
