Discussion ensued regarding the approval process that would be followed for future PUDs and <br />development proposals. <br />JDA Attorney noted that the Minnesota Open Meeting Law would be a future topic of the <br />ongoing governance discussions. <br />Development Director's Report <br />Development Director Hutmacher reviewed her report with the JDA and explained the Met <br />Council has notified the City of Arden Hills that its application for the TCAAP Comprehensive <br />Plan Amendment was complete. The CPA would be considered by the Metropolitan Council on <br />October 28, 2015. It was noted the 60 -day review period for the Met Council expires on <br />November 1, 2015. <br />Administrative Director's Report <br />Administrative Director Worthington presented the September activity report. It was noted the <br />cleanup on the site would be completed by the end of October. She commented the County <br />was moving forward with the purchase of the Primer Tracer property for a solar array project, <br />and the County Board would consider a Memorandum of Understanding with Xcel Energy at its <br />meeting on October 6, 2015. Bids for the reconstruction of the County Road H interchange, <br />including the Rice Creek remeander, were due in late October. <br />Commissioner Updates <br />Commissioner Grant questioned if the County was soliciting for a master developer for the <br />TCAAP site. Administrative Director Worthington explained the master developer solicitation <br />was on hold. <br />Commissioner Grant inquired about whether the County had refined the goals that were <br />included in a document presented to the County Board in late May. Administrative Director <br />Worthington responded that she believed the document referred to was part of a discussion on <br />the master development solicitation which is currently on hold. The document will be reviewed <br />by the JDA once the solicitation process resumes. <br />Commissioner Grant reported that Councilmember Woodburn had passed away. A <br />replacement would be sought by the City Council. <br />Commissioner Holden added that the City was also in the process of hiring a new City <br />Administrator and Public Works Director. <br />Future Meeting Schedule <br />The next meeting will be Monday, November 2, 2015, at Arden Hills City Hall. <br />
