amsey County TCAAP Redevelopment Project
Monthly Report www.tcaap.net February/ March 2014

Winter Schedule
With warmer temperatures, February
found Bolander working much more
than in January when weather had
progress slowed to a crawl. Work on the
removal of building floor slabs and
foundations resumed in good order. We
have only the largest of slabs left to
remove: Buildings 101, 102, 103, 501,
502, and 503. Underground utility
removals continue despite the ground
frost. With the mini-thaw in early
March, the site is again abuzz with the
activity of a dozen large pieces of
equipment. Homeland Security circa 1948
Since we are 12 months into active construction, it is worth recapping our current progress. To date
Bolander has removed the following lineal feet of material from the site: 35,000' of fence; 40,000' of
railroad; 12,000' steam/condensate piping; and over 100,000' of water, gas, storm & sanitary sewer
piping. That equates to over 35 miles of material- enough to stretch from the site to downtown St. Paul,
then on to downtown Minneapolis, and back to the site. In addition, we have removed and stockpiled
over 100,000 tons of concrete and asphalt for recycling. That is the weight of an average passenger
cruise ship and is actually less than a third of our anticipated total from the site.
In all, active work on some 100 acres is complete and awaiting final soils testing.
Demolition and Remediation Update
The last building standing is #502 which is the large structure closest to Highway 96. It was the last
production building on the site. Internal and external asbestos materials have been almost completely
cleared. The small areas remaining are concealed in such a way as to require remediation during
building demolition. All removal of regulated material inside the buildings is complete. Other chemicals
