<br />Ms. Worthington indicated the study would address technical issues regarding energy supply <br />and distribution with an emphasis on how these things relate to land sales and development. <br />The scope of work would include a technical analysis of specific energy needs and tolerances for <br />high‐tech manufacturing and other businesses, analysis of geothermal or other district energy, <br />analysis of the potential for reusable energy sources and financial impact analysis of those <br />items. Guidelines for green roofs, sustainable landscaping, infrastructure for electric vehicles, <br />solar panels, etc. may be considered within the regulations and policies component of the <br />Master Plan. <br /> <br />Ms. Worthington requested the JDA direct staff to draft a scope of work and an RFP for the <br />energy plan to be funded by Ramsey County. <br /> <br />Motion by Commissioner Ortega seconded by Commissioner Holden to direct staff to draft a <br />scope of work and an RFP for the energy plan to be funded by Ramsey County. <br /> <br />Commissioner Ortega asked if the scope of work would be brought back to the JDA before the <br />RFP was issued. He requested a timeline to complete the energy study. <br /> <br />Ms. Worthington stated this was the case. She estimated it would take staff a month to draft <br />the scope of work and RFP. This information would be brought to the JDA in April. She <br />reported the County’s procurement procedure would be followed for the RFP. <br /> <br />Commissioner Grant questioned if the study would improve the marketability of the parcel. <br /> <br />Ms. Worthington reported the study could as it would help to inform potential users of the <br />opportunities available to them for energy resilience. <br /> <br />Motion carried. <br /> <br />Public Hearing <br />None <br /> <br />New Business <br /> <br />Election of Chair/Vice Chair for 2014 <br /> <br />Motion by Commissioner Grant seconded by Commissioner Huffman to elect David Sand as <br />Chair of the JDA for 2014. Motion carried. <br /> <br />Motion by Commissioner Holden seconded by Chair Sand to elect Rafael Ortega as Vice Chair of <br />the JDA for 2014. Motion carried. <br />
