DATE: July 7, 2014

TO: Joint Development Authority Board of Commissioners

FROM: Heather Worthington, Administrative Director

SUBJECT: Process for Appointment of Advisory Boards

Budgeted Amount: Actual Amount: Funding Source:
n/a n/a n/a

At the June meeting of the JDA, the members requested staff to research a process to appoint
members to advisory boards to the JDA. Staff researched various processes, and developed the
following approach to meet the monthly meeting schedule of the JDA, as follows:

1. JDA would establish the advisory board and call for applicants at that meeting
2. The notice would be posted on the City and County websites, and at City Hall in writing
3. Applications would be received until the middle of the following month (about 2 weeks
prior to the next JDA meeting)
4. Applicants would submit an application form, along with their resume or curriculum
vitae
5. All JDA members could review candidates and recommend one candidate per
commissioner, with the JDA Chair appointing the chair of the advisory board
6. The majority of advisory board members would be either residents or business owners
in Arden Hills; all candidates must reside or own a business in Ramsey County.

Applicants would fill out the advisory board application form (attached).

AGENDA ITEM 7A

MEMORANDUM
