Joint Development Authority – JUNE 2, 2014 2 <br /> <br />Administrative Director Worthington stated the team of Kimley-Horn and Associates and <br />Wenck Associates were selected for development and design of site infrastructure. <br /> <br />Chair Sand asked if the spine road connection would have one or two connections to County <br />Road I. Administrative Director Worthington explained that two connections to County Road I <br />were being discussed. <br /> <br />Public Hearing <br />None <br /> <br />New Business <br /> <br />A. Issuance of an RFP for an Integration and Resiliency Framework <br /> <br />Administrative Director Worthington presented the Authority with a revised RFP for an <br />Integration and Resiliency Framework. <br /> <br />Commissioner Holden did not agree that this document should be integrated into the Master <br />Plan. <br /> <br />Administrative Director Worthington stated this would be a stand -alone document and was not <br />intended to be a chapter of the Master Plan, but rather be used with the Master Plan to realize <br />energy efficiencies, while also working in concert with the Master Plan. She indicated this <br />document would take a longer view (30-40 years) of the site while the Master Plan provided a <br />5-10 year view of the TCAAP site. <br /> <br />Commissioner Grant questioned how the outcome from the document would be used. <br /> <br />Administrative Director Worthington anticipated that the document would help inform <br />regulations and policies. It was intended that this document would provide guidance and a <br />framework and not a plan. <br /> <br />Administrative Director Worthington indicated the final work product would be brought to the <br />JDA for review. <br /> <br />Motion by Commissioner Holden seconded by Commissioner Huffman to approve the issuance <br />of an RFP for an Energy Integration and Resiliency Fra mework. Motion carried. <br /> <br />B. Appointment of an Energy Advisory Task Force <br /> <br />Administrative Director Worthington requested the JDA consider the appointment of an <br />advisory task force that would assist with the energy resiliency framework. <br />
