TCAAP Energy Integration Resiliency Framework <br />Policy White Paper – Introduction <br /> <br /> 7 <br />well as community wind potential. The potential to utilize the existing groundwater being treated <br />on TCAAP as an energy source should also be investigated. <br /> The JDA, City, and County should initiate conversations with the Minnesota Department of <br />Commerce and the Minnesota Department of Employment and Economic Development, local <br />foundations, and the Saint Paul Port Authority to explore funding mechanisms to attract <br />developers, businesses, and future TCAAP residents. The JDA should also reach out to the US <br />Department of Energy and the US Department of Commerce's Economic Development Authority <br />on forthcoming grant opportunities. <br /> The JDA and County should develop specific criteria and standards to reward potential developers <br />for innovative energy projects in their request for proposal (RFP) criteria. This could include <br />rewarding developers for agreeing to meet certain energy standards, installing high efficiency <br />energy systems, utilizing renewable energy supply technologies, or agreeing to receive thermal <br />energy from a community district energy system. <br /> The JDA, City, and County could identify additional partnerships and funding opportunities to <br />support innovative and sustainable infrastructure and demonstrations. Partners could include the <br />University of Minnesota or the US Department of Energy. <br /> The JDA, City, and County should develop energy standards and a process for review that support <br />the design and construction of energy-efficient and resilient buildings. <br />Near-Term (2016 – 2020) <br /> The County should create awareness with clean energy businesses of the potential for <br />collaboration and innovation at TCAAP. <br /> The JDA should consider establishing an advisory committee of regional energy experts that will <br />provide energy-focused feedback after initial site development. In certain circumstances where <br />approaches intersect, transportation and housing experts could be included to maximize <br />synergies. <br />Long-Term (Beyond 2020) <br /> The City could consider including prioritization of energy efficiency, climate change adaptation, or <br />energy resilience as part of its comprehensive plan, in order t o facilitate strategic use of the <br />Planned Unit Development process or other tools to allow flexibility for resilient energy uses at the <br />site.
