TCAAP Energy Integration Resiliency Framework <br />Policy White Paper – Introduction <br /> <br /> 9 <br />Policy White Paper <br />1. Introduction <br />Since 1941, the Twin Cities Army Ammunitions Plant (TCAAP) has played a significant role in the <br />incorporation and development of the City. The 427-acre site, now owned by Ramsey County (County), <br />has recently gone through an extensive demolition and s ite environmental remediation program. The <br />TCAAP site offers an incredible opportunity to the City, County, and the surrounding community. This <br />area offers the potential to meet the demands of local growth, while setting a framework that balances <br />economic competitiveness and sustainable development. As such, the development of appropriate <br />planning guidelines and policies requires careful consideration of local resources, stakeholder interests, <br />project goals, and the best available technologies for implementation. <br />In November 2012, the Ramsey County Board and Arden Hills City Council approved a Joint Powers <br />Agreement (JPA), which establishes a partnership between the County and the City with the goal of the <br />remediation and productive reuse of the TCAAP site. This agreement included the formation of a JDA <br />to which will be the governance entity for development decisions at the site. The City and County have <br />their respective rights and responsibilities, but are closely coordinating their activities through the <br />authorities given to the JDA. In addition to its governance role as a JDA member, the County is the <br />owner of the TCAAP site and has the rights and responsibilities of an owner. <br />Recently, the JDA decided to develop an Energy Integration and Resiliency Framewo rk (framework) in <br />order to prepare a foundation for effective energy policy for the next 50 years. The framework will be <br />developed in two phases. Phase one includes development of a vision statement and a White Paper <br />that provides an overview of relevant energy issues on the site, along with an assessment of what <br />technologies could be possible at TCAAP. Phase two will provide a detailed analysis of the White Paper <br />recommendations, with assessment based primarily upon the energy related investment return, <br />energy supply reliability, energy efficiency, environmental impact, and economic competitiveness for <br />the TCAAP site. To provide advice during the framework development process, the JDA formed an <br />Energy Resiliency Advisory Board (ERAB). The County contracted with a team of industry experts led by <br />Ever-Green Energy to develop the framework. <br />The Project Team of Ever-Green Energy, Center for Energy and Environment, Fresh Energy, Burns & <br />McDonnell (Project Team), and TCAAP leadership have worked to establish a common vision for site <br />development that can help guide the planning efforts of the JDA, and the funding and financing efforts <br />for developers, while establishing a national model for responsible development. This vision will guide <br />research, recommendations, policies, and actions throughout development and well into <br />implementation.
