TCAAP Energy Integration Resiliency Framework <br />Policy White Paper – Vision and Guiding Principles <br /> <br /> 11 <br />2. Vision Statement and Guiding Principles <br />In order to establish clearly defined goals for the energy future of the TCAAP site, the ERAB, the City, <br />the County, and the Project Team participated in a coordinated effort to establish an energy vision <br />statement for TCAAP. The purpose of this vision is not only to form the basis fo r the development of <br />the White Paper and framework, but also set a common language for stakeholders to as they develop <br />the energy plan for TCAAP. <br />2.1. Process <br />The Project Team and the County met with ERAB and the City to discuss various factors, themes, and <br />concepts for the site that they felt would be important for the development of the TCAAP site as it <br />relates to energy planning. In September 2014, ERAB brainstormed concepts for the TCAAP site. These <br />ideas were consolidated into the vision statement and guiding principles, which have been adopted by <br />ERAB and are listed below. <br />Vision Statement <br />TCAAP will be a vibrant development that leverages long-term energy conservation and resilience <br />to attract investment and partnership, and achieves sustainable benefits for Arden Hills and the <br />surrounding community. <br />Guiding Principles <br /> Establish TCAAP as a national model for development of integrated energy systems <br />— Develop a transparent model that garners national attention and local community pride <br />— Deliver environmental, economic, and social benefits to the community beyond the <br />TCAAP site <br />— Deliver a high-quality model that provides educational opportunities for the greater <br />community <br /> Develop a resilient community for energy and other utilities <br />— Endeavor to make investment in renewables economically attractive <br />— Pursue opportunities that reduce consumption, capture residual energy, and reuse local <br />resources <br />— Be self-sufficient to the extent possible and practical using local and renewable sources of
