Joint Development Authority <br /> TCAAP Redevelopment Project <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />DATE: November 3, 2014 <br /> <br />TO: Joint Development Authority Board of Commissioners <br /> <br />FROM: Heather Worthington, Administrative Director <br /> <br /> <br />SUBJECT: Energy Integration and Resiliency Framework Phase 1 White Paper <br /> <br />Budgeted Amount: Actual Amount: Funding Source: <br />n/a n/a n/a <br /> <br /> <br />Summary <br /> <br />Update on the development of the Energy Integration and Resiliency Framework with a presentation of the Phase 1, a <br />White Paper which includes the energy vision. <br /> <br />Background/Discussion <br /> <br />In 2014, the Joint Development Authority (“JDA”) has taken several steps to set a foundation for approaching energy <br />related decisions at the TCAAP site. The intent is to establish a foundation for cost effective, energy efficient <br />alternatives and opportunities during initial development and for adapting to new opportunities over the next 50 years. <br />A project team led by Ever-Green Energy is in the process of preparing the TCAAP Energy Integration and Resiliency <br />Framework (“EIRF”). The first phase, a draft White Paper, is complete and ready for review and comment. The White <br />Paper includes a vision statement and initial assessments of energy demand and supply alternatives for their relevance <br />at the TCAAP. Alternates that are most relevant for TCAAP will be analyzed in more detail during Phase 2. Exhibit 4, <br />page 81, includes modifications for the City of Arden Hills (“City”) to consider in order to improve the alignment <br />between the TCAAP Redevelopment Code and the energy vision. <br /> <br />The White Paper is being presented to the JDA in order to confirm that the vision and the direction of the work are <br />consistent with the JDA’s intentions. On November 10, the White Paper will be presented to the City Council. <br />Comments from the JDA and City Council meetings will be incorporated into Phase 2. Phase 2 will be completed in <br />March 2015. <br /> <br />The ERIF and White Paper are the results of a series of JDA and Ramsey County (“County”) actions. In January, the JDA <br />had an energy discussion that included a presentation by the State Climatologist and recommendations from a team of <br />Humphrey Institution Fellows. The recommendations included the development an energy advisory group and an <br />energy framework.
