Joint Development Authority <br />Monday, February 3, 2014 <br />Arden Hills City Council Chambers <br />Minutes <br />5:30 pm <br />Present: <br />Joint Development Authority: Chair David Sand, Commissioner Blake Huffman, Commissioner <br />Brenda Holden, Commissioner David Grant, Commissioner Rafael Ortega <br />Also present: Jill Hutmacher (Arden Hills); Heather Worthington, (Ramsey County); and Michael <br />Norton <br />Roll call taken. <br />Approval of agenda. <br />Motion by Commissioner Grant seconded by Commissioner Ortega to approve the agenda as <br />presented. Motion carried. <br />Approval of January 6, 2014 minutes. <br />Motion by Commissioner Huffman seconded by Commissioner Holden to approve the January <br />6, 2014 minutes. Motion carried. <br />Public Inquiries/Informational <br />None. <br />Consent Agenda <br />A. Cancellation of March 3, 2014 Meeting. <br />Motion by Commissioner Ortega seconded by Commissioner Grant to approve the Consent <br />Agenda as presented. Motion carried. <br />Old Business <br />Energy Plan Recommendations <br />Heather Worthington provided the JDA with an energy plan recommendation. She reported <br />that in January the JDA heard from Mark Seeley and Kate Knuth regarding information related <br />to energy usage, climate changes, and energy resilience. Based on the discussion at that <br />meeting, staff was proposing that the JDA, through the County issue a Request for Proposals for <br />an energy study that will enable the JDA and Ramsey County to consider how energy <br />availability, resiliency and alternatives can be used to attract development. <br />
