coordination between the design of onsite infrastructure with adjacent interchange <br />improvements in order to prepare the site for development in 2016. Both the County and the <br />City will participate in the cost of the consultant work as outlined in a cost sharing agreement <br />drafted by the JDA Attorney Mike Norton. <br />Beth Engum, Ramsey County Public Works, provided further information on the infrastructure <br />study, noting it would include regional stormwater management and grading of the TCAAP site. <br />Commissioner Holden questioned how this study differed from the water study. <br />Ms. Engum explained the water study was included in the infrastructure plan. Staff believed <br />there was an overlap of analysis and consultant work between the grading and water, and <br />therefore it was included. <br />Commissioner Grant inquired if the bids came in close to staff's estimate. <br />Ms. Engum reported this was the case. <br />B. Legislative Update <br />Administrative Director Worthington reported the Senate put $22 million in the bonding bill for <br />TCAAP roadways along 35W. The House recently released an additional $50 million that will be <br />shared with two other projects. At this time, it appears TCAAP will be funded at the $29 million <br />level. She was pleased that the governor supported the project as well. <br />Chair Sand believed this was good news for TCAAP. He questioned when this issue would be <br />finalized by the State. <br />Ms. Worthington believed May 18, 2014, was the final vote. <br />Public Hearing <br />None <br />New Business <br />None. <br />Development Director's Report <br />A. Update on Master Plan/AUAR Process <br />Development Director Hutmacher provided the JDA with an update on the Master Plan. She <br />explained the City Council was tentatively scheduled to approve the Master Plan Land Use Map <br />on June 30. The City's Parks, Trails, and Recreation Committee (PTRC) had been asked to <br />review the proposed parks in the draft master plan and make recommendations to the City <br />Council. The City Council accepted the PTRC's recommendations for park amenities, off-street <br />
