(Gateway Business District, I-1 District, I-2 District, and I-Flex District). These zones currently
permit ten (10) of the fourteen (14) industries and two (2) of the four (4) Category 1 industries.
There are no differences in Category 1 business and only one difference in Category 2 industries
(Retail Trade is not allowed in the I-Flex District).
Spending by College Students

There is an economic impact of college and university students that is not tied to employment
income. Students do purchase products off-campus and within the community. A 2012 study
prepared for Brown University states that the average Brown University student in 2009 spent
$3,300 ($3,622 in 2015 dollars) on off-campus miscellaneous personal expenses. A 2005 survey
of Central Michigan University found that students spent on average of $842 ($1,014 in 2015
dollars) on food outside of a grocery store. A 2004 study of student spending of Claremout
Graduate University found that students spent an average of $660 ($822 in 2015 dollars) on
dining.

ESRI Business Analyst finds that the average resident in Ramsey County spends 4.7% of their
income on food away from home. This results in the average professional, scientific, and
technical services employee spending an average of $3,581 on food away from home.
Employees within Category 1 businesses spend significantly more on food away for home than
the college and university students.
