Formal recommendations are not <br />included in the report at this time. These potential outcomes are in two separate topics: the <br />regulation of higher education uses and the economic development issues to be considered for <br />inclusion in the 2040 Comprehensive Plan. <br /> <br />Any amendments to the regulation of higher education uses will need to be ultimately approved <br />by the City Council by October 9, 2017 before the moratorium expires. The economic <br />development issues will continue to be discussed as the City develops the Comprehensive Plan <br />update, which is expected to be approved in the first quarter of 2018. Staff would request that <br />City Council provide a recommendation on how to address the regulation of higher education <br />uses within Arden Hills and provide feedback on which economic development topics from this <br />study should be included in the City’s 2040 Comprehensive Plan Update. <br /> <br />Roberta Thompson, Planning Commission Chair, will present (Attachment B) the study’s <br />analysis and the potential outcomes. Eric Zweber, WSB Senior Planner, and Jim Gromberg, <br />WSB Economic Development Specialist, will be in attendance to address any comments <br />regarding the study and its potential outcomes. <br /> <br />Requested Action <br /> <br />1. That the City Council provides any direction or guidance to the Planning Commission <br />regarding any recommend amendments to the City’s regulation of higher education uses. <br /> <br />2. That the City Council provides any direction or guidance to the Planning Commission <br />regarding which economic development issues to include within the 2040 Comprehensive <br />Plan update. <br /> <br />Next Steps <br /> <br />On July 5, the Planning Commission will review the report and begin drafting language for any <br />Zoning Code text amendments and provide recommendations on the items to be included in the <br />2040 Comprehensive Plan. <br /> <br />On August 2, the Economic Development Commission will review the report. <br /> <br />On August 9, the Planning Commission is expected to conduct a public hearing for any Zoning <br />Code amendments regarding higher education uses and provide a recommendation on the final <br />Higher Education Study report. <br /> <br />A final draft of the Higher Education Moratorium Study is expected to be completed in <br />September. <br /> <br />Attachments <br />A.
