Page 1 of 1 <br /> <br />DATE: March 1, 2017 EDC Agenda Item 5.A <br /> <br />TO: Economic Development Commission Chair and Commissioners <br /> <br />FROM: Matthew Bachler, Senior Planner <br /> <br />SUBJECT: Rice Creek Commons (TCAAP) Update <br /> <br /> <br />On December 12, 2016, the City Council approved amendments to the 2030 Comprehensive <br />Plan, TCAAP Regulating Plan, and TCAAP Redevelopment Code. The amendments to the <br />Comprehensive Plan and regulatory documents were requested by the TCAAP Master Developer <br />in order to facilitate their redevelopment plans for the property. The Ramsey County Board of <br />Commissioners approved the amended TCAAP Master Plan on December 20, 2016. <br /> <br />On January 30, 2017, the City Council discussed the Option Agreement to purchase the 1.6-acre <br />Civic property on TCAAP. The Agreement provides the City up to 7 years to acquire the site <br />with the timeframe beginning once the JDA approves the Master Development Agreement. The <br />City has an incentive to move quickly on developing a plan as an earlier sale will result in better <br />financial terms for the City. <br /> <br />The City Council directed staff to prepare the structure of a Task Force that will investigate and <br />recommend to the City Council potential uses for the Civic property, including a city hall, <br />community center, recreational and fitness center, event and educational center, and other <br />options. The Task Force will be supported by a consulting firm the City will select to manage the <br />planning process for the property. On February 12, 2017, the City Council approved the <br />composition of the Task Force, which will include two members of the Economic Development <br />Commission. The first meeting of the Task Force will be convened after a consulting firm has <br />been selected. <br /> <br /> <br /> <br /> <br /> MEMORANDUM <br />
