City of Arden Hills
Economic Development Commission April 2, 2014

MEMORANDUM

DATE: April 2, 2014 EDC Agenda Item 4.C

TO: Economic Development Commission

FROM: Matthew Bachler, Associate Planner

SUBJECT: Business Retention and Expansion

Background

At the EDC meeting on March 5, 2014, staff provided a brief overview of the goals of Business
Retention and Expansion (BRE) programs and the typical structure of these initiatives. Staff
recently completed a ten-week course entitled Retaining and Expanding Businesses in Your
Community through the University of Minnesota Extension. Included in Attachment A is the
final course paper written by staff, which discusses what some of the important milestones would
be for implementing a BRE program specifically in Arden Hills.

In the upcoming months, staff will be reaching out to other cities in the metro that have
implemented BRE programs to learn about the successes and shortcomings of their efforts. Staff
will also have discussions with the EDC on the costs and benefits of a BRE program and
priorities the City should set in terms of the scope of a BRE program.

Attachments

A.
