Page 1 of 3 <br /> <br />DATE: December 3, 2014 EDC Agenda Item 5.A <br /> <br />TO: Economic Development Commission Chair and Commissioners <br /> <br />FROM: Jill Hutmacher, Community Development Director <br /> <br />SUBJECT: TCAAP Update <br /> <br /> <br /> <br />Requested Action <br /> <br />None. <br /> <br />Regulations and Policies <br /> <br />The original schedule for Regulations and Policies anticipated that work on TCAAP zoning <br />would be complete prior to the end of 2014. At this point, that appears unlikely and additional <br />meetings will be needed to finalize the TCAAP zoning. The City has revised the schedule to <br />accommodate additional City Council discussions on the JDA approval process, density, design <br />standards, landscaping requirements, etc. <br /> <br />The City Council has met with a potential retail developer who has indicated that they need 20 <br />contiguous acres on the west side of the Spine Road. The City Council and Ramsey County are <br />considering options to realign the Spine Road in order to enlarge the retail area while retaining a <br />significant office site with visibility from I-35W. <br /> <br />The City Council has directed staff to move forward with zoning for the Hill and Creek <br />neighborhoods which would require a mixture of small multi-family and single-family <br />development of varying lot sizes. The zoning will allow approximately 400 – 430 residential <br />units in these neighborhoods. The total unit count is consistent with feedback from residential <br />developers. <br /> <br />Upcoming Meetings <br /> <br />Staff and consultants are scheduling work for the regulations and policies component of the <br />master planning process. The following schedule allows City Council adoption of the TCAAP <br />Redevelopment Code (TRC) by the end of February. Approval of the Comprehensive Plan <br />Amendment could occur either on February 23, 2015, or shortly thereafter. <br /> <br /> <br /> <br />MEMORANDUM <br />
