DATE: July 10, 2017

TO: Honorable Mayor and City Councilmembers
William S. Joynes, Sr., City Administrator

FROM: Sue Polka, Public Works Director/City Engineer

SUBJECT: Fire Hydrant Replacement and Repairs – Emergency Purchase

Budgeted Amount: Amount To Date: Funding Sources:
$40,000 $68,885.48

PIR/Water Utility Fund

Requested Action
Approve the emergency purchase of labor and equipment for fire hydrant replacement (4
hydrants) and fire hydrant repair kits (15 hydrants) in the amount of $68,885.48.

Discussion
In the past, Public Works staff has flushed only dead end hydrants to remove the stagnant water
from the system. In order to adequately maintain the City’s water infrastructure and provide fire
protection to the citizens of Arden Hills, all hydrants are being flushed/inspected this year. To
date, staff has found 19 hydrants that are not operational.

Four hydrants need complete repairs including valves and underground components. Valley
Rich has provided a quote in the amount of $12,950 for labor to rebuild and replace the hydrants,
including valves. The material costs are $15,259.48 for a total of $28,209.48.

Fifteen hydrants can be repaired/replaced from the ground up by purchase of modernization kits.
Parts for the existing hydrants are no longer available due to the age. To prolong the lives of the
hydrants, staff will bag them in the winter to prevent salt damage. This is standard practice in
several area cities. Quotes were received by three vendors with HD Supply Waterworks
providing the lowest quote in the amount of $40,676. Staff will provide the labor for this effort.

It is anticipated that more hydrant replacements will be necessary as staff continues the flushing
operations throughout the City.

NEW BUSINESS – 9A

MEMORANDUM
