18 <br /> <br />TCAAP <br /> <br />Function: General Government <br />Supervisor: City Administrator <br />Fund#: 101 <br />Activity#: 41600 <br /> <br />Activity Scope <br /> <br />This department was established to account for revenue and expenditure activity related to the <br />City’s comprehensive re-use planning at the Twin Cities Army Ammunition Plant (TCAAP) site. <br /> <br />Objectives <br /> <br />1. Coordination of TCAAP redevelopment planning activities while continuing to meet the <br />needs of the City of Arden Hills. <br />2. Work with Ramsey County though the Joint Development Authority (JDA). <br /> <br />Issues <br /> <br />1. Economic conditions. <br />2. Coordinating with multiple entities//players <br /> <br />Measurable Workload Data <br /> <br />None developed at this time. <br /> <br />Budget Commentary <br /> <br />Since the City’s private development partner pulled out of the project in April of 2009, Ramsey <br />County purchased the property and established a Joint Development Authority (JDA) with the <br />City. Revenues and expenditures are for City costs and are estimated, but placeholders have <br />been included for consulting costs, and staff time has been allocated for the City Administrator, <br />Community Development Director, Associate Planner, and Public Works Director as they act as <br />the City’s support staff to this Authority. The 2018 budget shows a decrease of 10.61%, largely <br />due to staff changes, and better estimate of forecasted expenditures. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
