Joynes, Sr., City Administrator <br /> <br />FROM: Matthew Bachler, Senior Planner <br /> <br />SUBJECT: Simple Recycling Draft Services Agreement <br /> <br />Background <br /> <br />The City Council met with a representative of Simple Recycling at their Work Session on May <br />15, 2017. Simple Recycling provides municipal curbside collection of clothing and housewares. <br />The company is currently expanding in Minnesota and now operates in the cities of Brooklyn <br />Center, New Hope, Crystal, Brooklyn Park, St. Louis Park, and Shoreview. Following their <br />discussion at the Work Session, the City Council directed staff to work with Simple Recycling <br />on a draft services agreement. <br /> <br />Discussion <br /> <br />A draft of the services agreement with Simple Recycling for an initial term of four years is <br />included in Attachment A. The City Attorney has reviewed the current draft. A few key <br />provisions of the contract include: <br />• Collection services would be provided at no cost to the City or residents. The City would <br />receive a contract fee of one cent per pound of gross receipts of collected materials. <br />• Simple Recycling would administer the entire program including the distribution of <br />collection bags to residents. <br />• The collection schedule would coincide with existing recycling collection dates of <br />Tuesdays for properties south of I-694 and Wednesday for properties north of I-694. <br />• Simple Recycling would be required to use a cargo van or similar vehicle for collection. <br /> <br />Based on the feedback received from the City Council, staff will work with Simple Recycling on <br />a final version of the contract for City Council consideration. Collection services would <br />commence approximately 8 to 12 weeks after the services agreement is signed. <br /> <br />Attachments <br /> <br />A.
