AGENDA ITEMS <br /> <br />A. HIGHER EDUCATION MORATORIUM STUDY <br /> <br />Mayor Grant asked whether the information to be presented was a final document or if the intent <br />was to solicit feedback from the Council for future revisions. <br /> <br />Senior Planner Bachler indicated the report was a draft of the study completed by WSB and <br />Associates (WSB) regarding the Higher Education Moratorium Study. The report included <br />background and technical analyses and its purpose was to make recommendations regarding <br />potential amendments to the Zoning Code or the Comprehensive Plan. He stated the intent of this <br />special work session was to obtain Council feedback and based on that feedback, additional work <br />would be performed. Staff would then return to the Council with a final report at a later date. <br /> <br />Senior Planner Bachler provided background information regarding the Higher Education <br />Moratorium such that an interim Ordinance was adopted in October 2016 that temporarily <br />prohibited land use applications and reviews for higher education uses in all zoning districts. The <br />moratorium was in effect for 12 months which allowed the City time to complete a study of <br />impacts and benefits of higher education uses and provide recommendations for amendments to <br />the Zoning Code or Comprehensive Plan <br /> <br />Mayor Grant asked about the ordinance language.
