ARDEN HILLS CITY COUNCIL – JUNE 26, 2017 2 <br /> <br />proposed for Minnesota educators. He was pleased to report the per pupil funding would be <br />increased in 2018 and 2019. Lastly, he reported the State passed a Real ID bill and approved <br />Sunday liquor sales. <br /> <br />Mayor Grant questioned if the I-35W project had been funded by the State. <br /> <br />Representative Jessup explained this project was not funded for 2018. He stated he would <br />continue to push hard in order to get this project moving forward. <br /> <br />Councilmember McClung asked when the Department of Public Safety Emergency Operation <br />Center on TCAAP would be funded by the State. <br /> <br />Representative Jessup indicated he would investigate this project further and would report back <br />to the Council. <br /> <br />Mayor Grant thanked Representative Jessup for his presentation and for all of his work on <br />behalf of the City of Arden Hills. <br /> <br />B. 2016 Financial Statements <br /> <br />Aaron Nielsen, MMKR, reviewed the City’s 2016 financial statements in detail with the City <br />Council. He reported the City received a clean or unmodified opinion. He commented on the <br />Special Purpose Audit Reports. He discussed the City’s revenue per capita along with the <br />general funds financial position. He provided further comment on the City’s enterprise funds. <br /> <br />Councilmember McClung asked if there were any GASB changes that would be coming <br />forward that would continue to change governmental accounting. <br /> <br />Mr. Nielsen described the new GASB standards that would be coming forward. <br /> <br />Mayor Grant thanked Mr. Nielsen for his thorough report. <br /> <br />C. GFOA Financial Awards Presentation <br /> <br />Sue Virnig, MnGFOA, presented the City of Arden Hills with a Certificate of Achievement for <br />Excellence in Financial Reporting from the GFOA, along with an award for Outstanding <br />Achievement in Popular Annual Financial Reporting, and the Distinguished Budget Presentation <br />Award. She explained the purpose of these programs and commended the City on their great <br />financial work. A round of applause was offered by all in attendance. <br /> <br />Mayor Grant questioned how many cities in Minnesota received all three financial awards. <br /> <br />Ms. Virnig reported only eight (8) cities in the State of Minnesota received all three awards. <br /> <br />Mayor Grant thanked the Finance Department for their tremendous efforts on behalf of the City. <br /> <br />4.
