ARDEN HILLS CITY COUNCIL – JULY 10, 2017 2 <br /> <br />Senator Jason Isaacson thanked the Council for their time and provided the group with an <br />update from the State. He described the work that was completed in the most recent session. He <br />noted social security taxes would see some decreases. He discussed the premium relief coming <br />for healthcare and understood that continual reform would be needed going forward. He <br />anticipated that a Special Session would be held in October to finalize several matters prior to <br />yearend. He stated he would continue to look for economic opportunities and encouraged the <br />Council to contact him with comments or questions. <br /> <br />Councilmember Scott requested further information regarding the small cell tower bill. <br /> <br />Senator Isaacson indicated he would research this topic further and would report back to the <br />City Council. <br /> <br />Councilmember Holmes questioned why Arden Hills received no Local Government Aide <br />(LGA). <br /> <br />Senator Isaacson stated it was his understanding it would take a great deal of time to reevaluate <br />the formula. <br /> <br />Mayor Grant thanked Senator Isaacson for his time and presentation. <br /> <br />B. Boy Scout Presentation <br /> <br />Owen Wagner, Troop #9186, introduced himself to the City Council and explained he was a <br />Second Class Scout working on a Citizenship in the Community Badge. He reported his troop <br />met at Centennial United Methodist Church in Roseville. He then asked several questions of the <br />Council regarding TCAAP. <br /> <br />Mayor Grant provided Owen Wagner with a summary on the TCAAP project and the progress <br />being made on the development. He explained the City was working with Ramsey County on <br />this project and anticipated that roads would be installed in 2018. He anticipated the entire <br />TCAAP project would not be completed for another 10-15 years. <br /> <br />4. STAFF COMMENTS <br /> <br />A. Rice Creek Commons (TCAAP) and Joint Development Authority (JDA) Update <br /> <br />City Administrator Joynes provided an update on TCAAP stating staff met with representatives <br />of the County last Friday. The meeting was designed to ensure all parties were on the same <br />financial schedule going forward. He reported Ehlers would be putting together financials for <br />both parties. He explained the City was still waiting to hear about the pollution issues. He was <br />hopeful the project would begin moving forward in the next two to three weeks when the <br />property sales would be finalized. <br /> <br />B. County Road I/Old Highway 8 Update <br />
