The Planning Commission voted 5-0 to recommend that the City Council <br />approve the proposed Conditional Use Permit. <br /> <br />The Planning Commission discussed the compatibility of the yard waste and organics collection <br />area with the natural features and recreational amenities of Tony Schmidt Park. Their discussion <br />also focused on potential impacts associated with odor, traffic, and wildlife. The Planning <br />Commission concluded that the proposed management plan for the site adequately addressed <br />these potential impacts. The draft Planning Commission minutes from July 5, 2017 are included <br />in Attachment I. <br /> <br />Since the Planning Commission meeting on July 5, the Ramsey County Parks and Recreation <br />Department has provided a letter stating their support for the addition of SSO collection at Tony <br />Schmidt Park (Attachment J). <br /> <br /> <br />Findings of Fact <br /> <br />The Planning Commission offers the following findings of fact for consideration: <br /> <br />1. The property at 1761 Lake Johanna Boulevard is located in the Parks and Open Space <br />District. The property is owned by Ramsey County as is part of Tony Schmidt Regional Park. <br />2. Ramsey County has submitted a Conditional Use Permit application for the existing yard <br />waste site and a proposed Source Separated Organics collection area at 1761 Lake Johanna <br />Boulevard. <br />3. The existing yard waste site and the proposed Source Separated Organics collection area are <br />considered to be a Public Use. <br />4. A Conditional Use Permit is required for a Public Use in the Parks and Open Space District. <br />5. Section 1355.04 Subd. 3 of the Arden Hills Zoning Code lists criteria for evaluating a <br />Conditional Use Permit request. <br />6. Section 1320.145 of the Arden Hills Zoning Code lists additional criteria to be considered <br />when evaluating a Conditional Use Permit application for a property located in the Parks and <br />Open Space District. <br />7. The proposal will have limited impact on existing and anticipated traffic and parking <br />conditions. The addition of SSO collection is not expected to significantly increase existing <br />traffic to the site and many residents will combine SSO drop off with delivering yard waste <br />or collecting compost or mulch. <br />8. The applicant has provided a management plan for the SSO collection that will mitigate any <br />limited impacts associated with odors and solid waste. <br />9. The proposal will not affect noise, glare, vibration, smoke, dust, air pollution, heat, and liquid <br />on the property. <br />10. The proposal will not affect drainage on the property. <br />11. The proposal is unlikely to significantly affect land values on the subject property or on <br />neighboring properties.
