Joynes, Sr., City Administrator <br /> <br />FROM: Matthew Bachler, Senior Planner <br /> <br />SUBJECT: 2040 Comprehensive Plan Update – Housing and Land Use Chapters <br /> <br /> <br />Background <br /> <br />Minnesota Statute requires that all communities within the seven-county metropolitan area <br />update their Comprehensive Plans every ten years. The City’s Comprehensive Plan must also <br />reflect the adopted regional policies in the Metropolitan Council’s system and policy plans. The <br />City Council has approved a contract with WSB & Associate to complete the 2040 <br />Comprehensive Plan update. To date, the following meetings have been held on the <br />Comprehensive Plan update: <br /> <br />Date Meeting Topic <br />March 20, 2017 City Council Work Session Review City Vision and Goals <br />June 7, 2017 Planning Commission Housing <br /> <br />At the Work Session on August 21, 2017, the City Council will be asked to review the draft <br />Housing and Land Use chapters of the Comprehensive Plan. WSB & Associates has provided a <br />background memo and red-lined amendments to the Housing and Land Use chapters (see <br />attached). <br /> <br />The Housing chapter is being updated to reflect current conditions in terms of housing type, <br />tenure, and cost, and what existing housing needs are in the community. The City is also required <br />to address how its land use plan will accommodate future household growth, and in particular <br />affordable housing needs. <br /> <br />The City is currently completing a Commercial, Industrial, and Higher Education Study that is <br />expected to generate recommended changes to the Land Use chapter of the Comprehensive Plan. <br />A draft of this study will be reviewed and discussed under Agenda Item 1D at the August 21 City <br />AGENDA ITEM – 1E <br /> MEMORANDUM <br />
