City of Arden Hills – 20430 Comprehensive Plan <br /> <br /> <br />Approved: September 28, 201809 Amended: December 12, 2016 <br />7-15 <br />Neighborhood Stabilization Program (NSP) Grants: The NSP was established <br />by HUD for the purpose of stabilizing communities that have suffered from <br />foreclosures and abandonment. The focus of this program is the purchase, <br />rehabilitation and resale of foreclosed and abandoned properties. The NSP <br />operates under Ramsey County for Arden Hills. Arden Hills encourages Ramsey <br />County to use NSP funds to purchase foreclosed or abandoned properties to <br />provide affordable housing for those Arden Hills residents in need. <br />Homebuyer Assistance Programs: Homebuyer assistance programs funded <br />directly by Ramsey County CED are available to first time homebuyers. Arden <br />Hills encourages residents to contact the Minnesota Homeownership Center <br />regarding homebuyer assistance programs that are currently available. <br />Repair and Rehabilitation Support: Ramsey County offers a residential <br />rehabilitation deferred loan program to assist homeowners with home repair <br />projects. <br />Foreclosure Prevention: The Housing Crisis Response in Ramsey County <br />provides foreclosure counseling to Arden Hills residents. The Minnesota Home <br />Ownership Center and Lutheran Social Services may also be resources to the <br />residents of Arden Hills. <br />Energy Assistance: Ramsey County offers an energy conservation deferred <br />loan program to Arden Hills residents. EnergySmartsPays.com is also an energy <br />conservation program that is available. <br />Rental Assistance: Renters interested in suburban rental housing assistance <br />are encouraged to contact the Metro Housing and Redevelopment Authority, <br />which is the program that administers the Section 8/Housing Voucher program to <br />Arden Hills residents. <br />Livable Communities Grants: Arden Hills is a participating community in the <br />Metropolitan Council’s Livable Community Act (LCA) programs. Arden Hills will <br />apply for livable communities grant on behalf of developers who are provide level <br />of affordable housing and the guaranteed length of affordability that generates a <br />public benefit greater than the resources required to apply for and administer the <br />livable community grants. <br />Local Fair Housing Policy: Ramsey County works with the Twin Cities Metro <br />Area Fair Housing Implementation Council to stop discrimination and promote
