By requiring a CUP, the City <br />could establish criteria for this use such as location requirements, security measures, and <br />construction standards. <br /> <br />The City Council has broad discretion when considering making changes to the Zoning Code and <br />there are not specific criteria for evaluating proposed amendments. However, the following <br />questions should be considered when reviewing proposed Zoning Code amendments: <br />1. Would the proposed use be compatible with the other uses in the zoning district? <br />2. Would the proposed use be consistent with the purpose of the zoning district? <br />The three properties that Heartland is considering for their facility are located in the following <br />zoning districts: B-3 – Service Business District, I-Flex District, and Gateway Business District. <br />The table below provides the zoning and permitted and conditional uses for each of the three <br />properties.
