Joynes, Sr., City Administrator <br /> <br />FROM: Matthew Bachler, Senior Planner <br /> <br />SUBJECT: Commercial, Industrial, and Higher Education Study <br /> <br /> <br />Background <br /> <br />The City is currently working with WSB & Associates to complete a higher education planning <br />and economic development study. The purpose of the study is to determine the impacts and <br />benefits from higher education land uses and provide recommendations for possible Zoning <br />Code and Comprehensive Plan amendments regarding higher education uses. <br /> <br />The City Council reviewed a draft of the Commer cial, Industrial, and Higher Education Study at <br />their Work Session on June 26, 2017. At this meeting, the City Council provided the following <br />recommendations on Zoning Code amendments based on the findings of the study: <br /> Create separate land use categories for “Higher education, campus” and “Higher <br />education, classroom/office” to distinguish between traditional undergraduate institutions <br />and off-campus classroom uses more commonly being used for continuing or graduate <br />level education. <br /> Establish a separate Institutional Zoning District that would permit “Higher education, <br />campus” uses and that would be applied to the Bethel University and University of <br />Northwestern campuses in Arden Hills. <br /> Allow “Higher education, classroom/office” as a Conditional Use in the B-2 District. <br />Establish performance standards for this use and limit the total amount of area higher <br />education uses can occupy in the B-2 District. <br /> <br />The proposed amendments to the Zoning Code were reviewed by the Planning Commission at <br />their meetings on July 5 and August 9, 2017. A summary of the Planning Commission’s <br />discussion is included in the attached memo from WSB. WSB will be in attendance at the Work <br />Session to present an updated draft of the Commercial, Industrial, and Higher Education Study <br />and the proposed red-line amendments to the Zoning Code. <br /> AGENDA ITEM – 1D <br /> <br />MEMORANDUM <br />
