ARDEN HILLS CITY COUNCIL – AUGUST 14, 2017 3 <br /> <br />MOTION: Councilmember McClung moved and Councilmember Holden seconded a <br />motion to approve the July 17, 2017, City Council Work Session meeting <br />minutes, July 24, 2017, Special City Council Work Session meeting minutes; <br />and July 24, 2017, Regular City Council meeting minutes as amended. The <br />motion carried unanimously (5-0). <br /> <br />5. CONSENT CALENDAR <br /> <br />A. Motion to Approve Consent Agenda Item - Claims and Payroll <br />B. Motion to Accept Resignation of Recreation Programmer <br />C. Motion to Approve Purchase of Labor and Equipment – Fire Hydrant Repair Kits <br /> <br />MOTION: Councilmember McClung moved and Councilmember Holmes seconded a <br />motion to approve the Consent Calendar as presented and to authorize <br />execution of all necessary documents contained therein. The motion carried <br />unanimously (5-0). <br /> <br />6. PULLED CONSENT ITEMS <br /> <br />None. <br /> <br />7. PUBLIC HEARINGS <br /> <br />A. Rice Creek Commons (TCAAP) Development Discussion Opportunity for <br />Residents <br /> <br />Mayor Grant stated under the Public Hearing section, citizens would have an opportunity to <br />discuss ideas regarding the TCAAP development. <br /> <br />Mayor Grant opened the public hearing at 7:22 p.m. <br /> <br />With no one coming forward to speak, Mayor Grant closed the public hearing at 7:23 p.m. <br /> <br />8. NEW BUSINESS <br /> <br />A. Authorize Request for Installation of Stop Signs at Chatham Avenue and <br />McCracken Lane <br /> <br />Public Works Director/City Engineer Polka stated staff received complaints regarding the <br />uncontrolled intersection at Chatham Avenue and McCracken Lane. There is a school bus stop <br />located at this intersection and the concern was with cars illegally passing school buses with <br />disregard for the children waiting at the stop. The complaint was brought forward by a resident as <br />well as by the Transportation Supervisor at Mounds View Public Schools. <br /> <br />Public Works Director/City Engineer Polka commented in order to determine if stop signs <br />should be installed, an intersection study was completed by WSB. The intersection was evaluated <br />for all-way stop control based on the Minnesota Manual of Uniform Traffic Control Devices. The
