<br /> <br /> <br />Feasibility Report <br />Pavement Management Program <br />2018 Street and Utility Improvement Project <br />City of Arden Hills Project No. 18-STR-065 <br />WSB Project No. R-010111-000 Page 1 <br />1. EXECUTIVE SUMMARY <br /> <br />The 2018 Street and Utility Improvement Project was initiated by the City’s Pavement <br />Management Program (PMP). Streets proposed for improvements in 2018 are based on the <br />current roadway conditions and includes improvements meeting the minimum City standards <br />defined by the Arden Hills Pavement Management Philosophy. <br /> <br />Roadway reconstruction, consisting of removal of the existing bituminous pavement, subgrade <br />correction, addition of concrete curb and gutter, water main replacement, sanitary sewer repairs, <br />and new bituminous pavement, is proposed along the following roadways, totaling <br />approximately 4,126 feet (0.78 miles): <br /> <br />▪ Indian Oaks Court between James Avenue and the cul-de-sac <br />▪ Indian Oaks Trail between Hamline Avenue North and the cul-de-sac <br />▪ West Floral Drive between Hamline Avenue North and the dead end <br />▪ James Circle between West Floral Drive and the cul-de-sac <br />▪ Gale Circle between West Floral Drive and the cul-de-sac <br />▪ Norma Circle between West Floral Drive and the cul-de-sac <br /> <br />Full depth reclamation with concrete curb and gutter repairs and limited storm sewer <br />improvements is proposed along the following roadways, totaling approximately 1,423 feet (0.27 <br />miles): <br /> <br />▪ Wedgewood Drive between Old S.T.H. 10 and the cul-de-sac <br />▪ Brueberry Lane between Old S.T.H. 10 and Parkshore Drive <br />▪ Parkshore Drive between Old S.T.H. 10 and the cul-de-sac <br /> <br />A map showing the project locations can be found on Figure 1 in Appendix A. <br /> <br />Replacing portions of the City’s deteriorating utility infrastructure in conjunction with the <br />proposed street improvements provides an opportunity to minimize the replacement costs and <br />traffic disruptions associated with the work. Proposed utility improvements include the <br />following: <br /> <br />▪ Installation of new water main along all fully reconstructed roadways <br />▪ Repair or replacement of hydrants and gate valves <br />▪ Repair or installation of storm sewer to improve overall drainage <br />▪ Adjusting existing sanitary sewer manholes and partial or full replacement of structurally <br />deficient manholes <br />▪ Spot repairs to the sanitary sewer based off the City’s televising reports <br />▪ Lining of sanitary sewer mains and services <br /> <br />The proposed improvement cost is estimated to be $3,301,193 which includes a 10% <br />contingency and 27% indirect costs. Funding for the project will be provided through <br />assessments to benefiting properties, sanitary sewer utility funds, water main utility funds, and <br />other City funds. <br />
