ARDEN HILLS CITY COUNCIL – SEPTEMBER 25, 2017 12 <br /> <br />dollar amount for the missing trees which will be utilized by the City <br />for trees at a later date. <br /> <br />Councilmember Holmes asked if there was language within the City Ordinance that addressed <br />options for developers if a site did not have enough space for required landscaping. <br /> <br />Senior Planner Bachler explained this was the case and noted the developer was required to <br />plant 333 caliper inches in trees based on the Tree Preservation Ordinance and gross square <br />footage of the building. The Council could require the developer to install trees elsewhere in the <br />City or the City can accept a fee in lieu of the trees, based on the caliper deficiency (192 inches). <br />He provided further comment on Condition 15 as made by the Planning Commission. <br /> <br />Councilmember Holmes questioned if the size of the trees being planted on the property could be <br />increased. <br /> <br />Senior Planner Bachler stated this was the case and noted a recalculation of the caliper inches <br />would have to be conducted by staff with the developer. <br /> <br />The amendment carried (5-0). <br /> <br />The amended motion carried (5-0). <br /> <br />D. PC 17-020 – Zoning Code Amendment – Higher Education Land Uses <br />• Receiving Commercial, Industrial and Higher Education Study Report <br />• Resolution 2017-032 Adopting Ordinance 2017-005 <br />• Resolution 2017-033 Adopting Ordinance 2017-006 <br /> <br />Senior Planner Bachler stated on October 10, 2016, the City Council adopted an Interim <br />Ordinance Temporarily Prohibiting Land Use Applications and Reviews for Higher Education <br />Uses in Residential, Business, Industrial and Other Zones (moratorium). The moratorium can last <br />up to one year to prepare a study to determine the impacts and benefits from higher education land <br />uses and provide recommendations for possible Zoning Code and/or Comprehensive Plan <br />amendments regarding higher education uses. The City Council initiated the required study in <br />February 2017 and directed the Planning Commission and the Economic Development <br />Commission to provide feedback and analysis throughout the process. The study was initially <br />comprised of five components: <br />• Background gathering and analysis of the existing Campus Master Plans for the <br />University of Northwestern and Bethel University. <br />• The regulation of Higher Education Uses within other communities. <br />• Analysis of the Commercial and Employment Uses currently allowed in the various <br />Commercial and Industrial Zones. <br />• Analysis of the Employment and Economic Activity that results from the allowed <br />Commercial and Employment Uses. <br />• Analysis of existing parcels and buildings within the Commercial and Industrial zones. <br /> <br />Senior Planner Bachler explained the Planning Commission, Economic Development <br />Commission, and City Council have reviewed the technical analysis of the five components over
