ARDEN HILLS CITY COUNCIL – SEPTEMBER 25, 2017 15 <br /> <br />only a total of 166 acres. She wanted to see the City taking care of its B-2, B-3 and B-4 districts. <br />She discussed the reduced benefits of increasing the size of institutional uses within the City. She <br />feared how the City would balance the proposed 25% limit on higher education uses in the B-2 <br />district. She recommended the Council not allow classroom/office outside of the Institutional <br />Zoning District. <br /> <br />Councilmember Holmes agreed with Councilmember Holden, however, she would advocate for <br />the 25% limit continuing. She commented on the Winona case and explained she supported the <br />City limiting the amount of institutional uses within the B-2 zoning district. She explained the <br />City already had the Anderson Center within the B-2 zoning district, which would have to be <br />grandfathered in. <br /> <br />Councilmember Holden understood the Anderson Center was located within the B-2 district, but <br />clarified no other user would be allowed in the B-2 district because of the size of the Anderson <br />Center. <br /> <br />Mayor Grant stated the concept of 25% was not a place he wanted to go. He feared the two <br />universities in the City would then be competing for space. He understood that both colleges were <br />looking to expand and increase their enrollment and he did not want the City pitting the two <br />entities against each other. <br /> <br />Councilmember McClung explained he was struck by the report and the findings within. He <br />believed that Arden Hills was in a unique position with nearly a 1:1 for its student to resident <br />ratio. He stated he would like to see the two universities growing and expanding onto their own <br />campuses. He feared that the 25% would start a war between the two entities, which would make <br />it increasingly more difficult for local businesses to find space. <br /> <br />Councilmember Holden stated she would like to see staff come up with a better definition for <br />office. <br /> <br />Councilmember McClung agreed this had to be more clearly defined. <br /> <br />MOTION: Councilmember Holden moved and Councilmember McClung seconded a <br />motion to receive the Commercial, Industrial, and Higher Education Study <br />report prepared by WSB & Associates and dated August 30, 2017. The <br />motion carried (5-0). <br /> <br />Councilmember Holden requested Ordinance 2017-005 be amended stating the fourth whereas <br />should reflect the City Council received the Commercial, Industrial, and Higher Education Study <br />report. <br /> <br />MOTION: Councilmember Holden moved and Mayor Grant seconded a motion to <br />approve Resolution 2017-032 amending Ordinance 2017-005 stating the <br />fourth whereas should reflect the City Council received the Commercial, <br />Industrial, and Higher Education Study report. The motion carried (5-0). <br />
