PERSONNEL COMMITTEE

MEMORANDUM

DATE: 10/25/2017

TO: Personnel Committee
William S. Joynes, Sr., City Administrator

FROM: Dave Perrault, Interim Director of Finance and Administrative Services

SUBJECT: Upgrading Senior Planner to City Planner

Budgeted Amount: Actual Amount: Funding Source:
N/A N/A N/A

Personnel Committee Should Consider

The Personnel Committee may consider upgrading our current Senior Planner, Matthew Bachler,
to the position and pay scale of City Planner.

Background and Discussion

The previous City Planner, Ryan Streff, left his role in July of 2016. The role has not been filled,
and some work has been passed on to consultants. The Community Development Director has
also been vacant since May of 2016. In that time frame, Matthew Bachler has been the primary
for planning related issues, and for a variety of Community Development issues. Also, going
forward the City is planning to rely less on consultants, and keep more planning work in-house.
In light of this, it is staff’s recommendation the Personnel Committee recommend to the full City
Council to upgrade Matthew Bachler from Senior to City Planner and adjust his grade and step
accordingly. The current and proposed pay scale is below.

Employee
Current
Grade/Step
Current Pay
Rate
Proposed
Grade/Step
Proposed Pay
Rate
Bachler 13/4 $32.65 15/2 $34.58

General Fund Budget Impact $3,000
Overall Budget Impact $1,000
Total Budget Impact $4,000
