WORKSESSION – 1A

MEMORANDUM

DATE: November 20, 2017

TO: Honorable Mayor and City Councilmembers

FROM: William S. Joynes, Sr., City Administrator

SUBJECT: Mayor and Council Salaries

Budgeted Amount: Actual Amount: Funding Source:
N/A N/A N/A

Council Should Consider

The City Council may consider adjusting their salary, as well as adding an automatic adjustment
for inflation in subsequent years.

Background and Discussion

The Personnel Committee requested staff to look into whether or not the City Council’s current
salary is on par with other cities. An informal review of other City Council salaries has been
attached to this memo (see Attachment A). Upon consulting with the City Attorney, Joel
Jamnik, the Council is able to vote at any point to increase their salaries, however, it will not take
effect until after the subsequent election. The Council is also able to add an automatic inflation
adjustor to their salaries, and the City Attorney recommended tying the adjustor to the CPI.

Also, the Personnel Committee inquired how Councilmembers are able to contribute to the
Public Employee Retirement Association (PERA). The process is simple as no official action
needs to be taken, but any specific Councilmembers that would like to contribute need to notify
staff and fill out the necessary paperwork. Please note, Councilmembers are not actually
contributing to a pension plan, but rather contributing to a Deferred Compensation account.

Attachments:

Attachment A: Mayor and Council Salaries for Arden Hills and Other Cities
