Given the dimensions of the property, the proposed dwelling needs to be <br />setback at a significant distance from the front property line resulting in the need for <br />a longer access driveway. Criterion met. <br /> <br />c) Character of Neighborhood. The variance, if granted, will not alter the essential <br />character of the neighborhood. There are several lots to the south of the subject <br />property that have lot widths less than the proposed 42.5-foot width lot. The <br />reduction in landscape lot area is not expected to alter the character of the <br />neighborhood. Criterion met. <br /> <br />d) Economic Consideration. Economic consideration alone does not constitute a <br />practical difficulty. The practical difficulty is the location of the existing house on the <br />adjacent property (3420 Fairview Avenue), which does not allow for the lot width of <br />3417 Lake Johanna Boulevard to be increased to 85 feet. Criterion met. <br /> <br />e) Access to Sunlight. Inadequate access to direct sunlight for solar energy systems shall <br />be considered a practical difficulty. Both lots face west and east and have adequate <br />access to sunlight. Not applicable. <br /> <br /> <br />Additional Review <br /> <br />Public Works Director/City Engineer <br />The Public Works Director/City Engineer has reviewed the proposed Minor Subdivision and <br />noted that a permit from Ramsey County and/or Rice Creek Watershed District may be required <br />for the private storm sewer shown on the south side of the proposed dwelling at 3417 Lake <br />Johanna Boulevard. A City Grading and Erosion Control Permit will be required for the new <br />dwelling. <br /> <br />City Building Official <br />The City Building Official has reviewed the proposed Minor Subdivision and preliminary <br />building plans and does not have any comments at the time. A Building Permit application will <br />be required for the new dwelling at 3417 Lake Johanna Boulevard. <br /> <br /> <br />Findings of Fact <br /> <br />The Planning Commission must make a finding as to whether or not the proposed application <br />would adversely affect the surrounding neighborhood or the community as a whole based on the <br />aforementioned factors. Staff offers the following sixteen (16) findings for consideration: <br /> <br />1. The applicants are the current owners of the properties located at 3420 Fairview Avenue <br />and 3417 Lake Johanna Boulevard.
