The yard waste site is located at 3530 Hudson Avenue in Tony Schmidt Regional Park and <br />began operating in the mid-1980’s as a municipal compost site. In 1990, Ramsey County received a Permit-By- <br />Rule from the Minnesota Pollution Control Agency and took over operation of the site, which served as a yard <br />waste collection and composting site for soft plant material such as leaves, grass, and garden wastes. In 2004, <br />the County Board decided to add tree and shrub waste collection to several of the yard waste sites, including <br />the Arden Hills site. In turn, the County discontinued composting at the Arden Hills site (and two sites in Saint <br />Paul) to free up space for tree and shrub waste collection. The site currently operates as a transfer-only site. <br />All soft-bodied plant material is transferred off site on an ongoing basis to allow room for incoming material, <br />the frequency of which varies seasonally. Tree and shrub waste is chipped/ground on an approximate <br />schedule of every five weeks or sooner, as space allows. Most of the chips/mulch are transported off site for
