* - Almost all of our Adult Undergraduate, Graduate, and Seminary students are on campus 1 day per week or less,
with an ever-increasing number of these studying entirely online. Only our Traditional Undergraduate student s
are primarily “Full-Time Equivalent” in terms of having a full-time presence on campus.

Matthew and Eric –

Thank you again for spending time with us at Bethel on July 31. It was helpful to hear your comments,
especially the context behind certain aspects of your recommendations. You suggested that Bethel
provide you with corrections and written comments in response to the latest draft of the plan. The
corrections and comments (below) are drafted with reference to the document titled “Commercial,
Industrial, and Higher Education Study,” with a watermark on each page that reads “Draft 07/26/2017.”

Corrections / suggested edits and comments:

 Page 3: On the bottom of the page (Executive Summary section), your final bullet point correctly
states that “both Universities expect a majority of student enrollment growth will be through
continuing education programs for working professionals … Many of these programs will include
significant online course work with physical classroom attendance of once a week or less.” We
suggest you add “or entirely online” to the very end of this statement, as, indeed, many of
Bethel’s programs are now, and will increasingly be, offered entirely online. This is an especially
important point as the City considers the space and traffic implications of our enrollment
growth. Online enrollment will not increase physical traffic or the space needs of the University.

 Page 9: Here are corrected, fall 2016, enrollment numbers for Bethel:

Post-Secondary 101
Traditional Undergraduate 2468
Adult Undergraduate* 417
Graduate* 1153
Seminary* 535 (with 173 of these at our campus in San Diego)
Total 4674

 Page 9: The text that corresponds to the corrected table will need to be adjusted accordingly. It
should now read “Bethel has a total of 4,674 students, of which 1,688 are graduate level.”
[Note, our seminary students are also graduate students.] Later in the same paragraph, it
should now read, “Bethel plans on increasing its Adult Undergraduate and Graduate program
enrollment to 4,000 students. Bethel anticipates that at least 50% of these students will be
enrolled entirely online.”

 The value of higher education: Throughout the document, a mostly negative light is cast upon
the “economic value” that higher education brings to a city. Little to no mention is made of the
role we play as good neighbors or partners with cities and their residents. In Bethel’s case, we
are grateful for the many years of good relationship we have enjoyed with Arden Hills and its
