mechanical or HVAC equipment” is for a traditional office building. Office <br />buildings vary widely, with some requiring quite sophisticated HVAC capabilities <br />for facilities like data rooms and computer servers. Many office buildings house <br />kitchens and cafeterias, which require unique mechanical and HVAC capabilities <br />for these purposes. Importantly, this HVAC element strikes us as self- <br />contradictory. On page 10 you state that the Higher Education, <br />Classroom/Office usage is “meant to allow classrooms with lab courses such as <br />biology or medical that may draw blood but which would not require special air <br />handling HVAC equipment … .” Our concern is that this restriction may <br />unintentionally lead to problems when a higher education institution seeks to <br />create a lab or medical program that for some reason requires HVAC equipment <br />interpreted as “special.” The vagueness of the term “special” can, we fear, lead <br />to just about anything being declared “special” or “unique,” thus defeating your <br />intention to accommodate the creation of biology and health science laboratory <br />programs. Our strong preference and recommendation is to eliminate this <br />verbiage. We suggest the language on page 10 be stated as: <br /> “This is meant to allow classrooms with lab courses such as biology or <br />medical but which would not require the storage of large volumes of <br />chemicals or generate large volumes of hazardous wastes that are <br />common for commercial/industrial chemistry labs.” <br /> <br />Matthew and Eric, thank you again for your time and our many conversations over the past several <br />months. We hope you have experienced the genuine desire Bethel has to continue and enhance its <br />mutually beneficial partnership with the City.
